This is the designer's suggested approach to distribution cards for the first few games. This helps to ensure that the game is "interesting" - that is at once balanced and yet unbalanced, and comes from experience of well over 100 plays.
Great idea. The cards one is dealt are critical to getting a good feel for the way the game plays. Thanks for providing a good method to acquire that feeling without struggling through bad hands while learning to play!
