1. Starting Cash - Reduced to $17.7 from $37.7
2. Auctions - No Electronic Unit; Pass/Bid format
3. Building - No Electronic Unit; Introduce a 'Building Die'
4. Railroads - Ticket Fee to use Railroad
5. Hazards - Must earn permission to remove
6. Mortgages - 10% payable every time you pass Go

After about a dozen plays now, I must say that the rule changes make this a pretty good game.

We haven't been reducing the starting cash quite as far lately, as we run into cash shortages at $17.7M. $27.7M works well.

We haven't tried it yet, but we've considered changing the ticket fees for the railroad. Either making it all payable to the bank, even when you're on your own district - or - introducing a building cost for railroads equal to 1 industrial block. We're finding that having alot of railroads is almost too big an advantage.
