How did you come up with the values?

And do you have any organization charts for where ships set up?

Sorry for the delayed response; I didn't realize Comments could be posted here!

For counter values, I based them on the original game's counters with some adjustments for changes published in Nexus magazine (they updated the Heavy Cruisers only) and F&E. I included a large variety of counter types and values so players could experiment with the counter mix to determine what they enjoy most.

I have not determined the fleet set-ups yet. Using the original game map, you can simply substitute units as you see fit; the basic structure is already determined for you.

The new map is a completely different animal and I have not had time to experiment with fleet dispositions yet. I also want to make a card deck to go with this variant but have yet to find time to do so.

I hope this helps! With some luck I may have time to revisit it and complete my goals but right now it's on my shelf until things change.
