These arrows indicate "from & to" on the planing boards when considering the "must have a presence to attack" question for combat. Print. Cut out and mount one of the blocks of 24 arrows. For nicer tiles cut out the 2nd block, and mount it to the reverse side. Then cut out each individual arrow.
Nice thought, but not really sure why this is needed being that your planning board is the future (what is about to happen) and the actual playing board is what is current.
