The terrorists constantly seemed to want to band together for a win over any remaining Empires playing the basic game. It made the game seem more like the "War with Terror" than against it. My group felt this was unrealistic as BP did more to damage America recently than Al Quida so a rules tune-up was in order. I read from as many sources on this game as possible and there were a lot of great ideas out there but no one tied them together which is what I've tried to do here.
After playing the basic game no one in my group wanted to play it again and complained that a joint Terrorist "win" should be more like a loss. I agreed as real Empires would never resign their territories without a terrific struggle. This variant set's more definate victory conditions making it much less rewarding to turn Terrorist but if you do you still will have 1 player who wins above all the others.
There is always an EVIL Empire in the game (with 3 or more players) at all times so there still IS an influx of Terrorism to constantly be on guard against.

Ultimately, I know this works because everyone wants to replay the game now.

The variant significantly improves the playability and re-playability over the original version of the rules IMO.

I think you didn´t quite get the irony of this game. It seems you want "the good guys" to win, and don´t really understand what´s going on here.

Oh, I "got" it all right, it's just not playable as is. The "bad guys" are ALWAYS in the game with my variant and have a good chance of winning. IMO and those of my friends the game was just too dull/ridiculous to want to play again as is. What should be "going on" is tension between winning and the Terrorists over-throwing your regime and this was out of whack.

Anyhow, for me the point is mute as I sold it to a friend who REALLY liked this Variant! What seemed like a cool idea just didn't work out. Too bad.
