It has the same number of production tiles as a 5-6 player game, so it will work well with 5-6 players. You can get away with 4 players as well since the land mass is long and narrow, which reduces the number of 3-tile intersections to about what there would be on a normal 3-4 player island. (Plus there are 3 deserts which further reduce the number of good spots.)
