This is an extensive variant. Some of the aspects are:
1. Smoothing out luck in production and demand.
2. No longer "all or nothing" profit sharing of Speakeasy's.
3. Makes the public dock more inviting.
4. More goodies for those behind during a game.
5. More flexibilty in influence placement phase.

There's no incentive given for declaring VPs until the end of the game.

The incentive for declaring victory points prior to game end is to receive one of the 2-3 Men of Action cards remaining towards the end of the turn.

Minority Profit Distribution Clarification.

The bank receives the profits from 3rd and 4th place, only if there are no players in 3rd or 4th place in the Speakeasy. The variant rules imply the bank always gets 3rd and 4th place.

Also, if profit is greater than $50G, "wrap around" the chart to determine profit distribtion (e.g $63G would be the $50G line plus the $13G line).

The Rules Expansion wrote:

The players with the 2-3 lowest declared victory point totals receive the 2-3 Men of Action cards remaining. The player with the lowest VP total picks first, etc. Ties are resolved in favor of the higher Muscle card. No player may receive more than one card. Any remaining cards are
discarded.


As the rules are stated, it's an incentive to not declare your victory points.

Correct. There is an incentive to declare VPs and an incentive not to declare. If you want an extra Men of Action card, you must declare your VP total. If you think you are winning, it is best not to declare your VP total.

Okay - I took it to mean that you could declare some VPs and not others. Whatever you haven't declared wouldn't be added into the total when determining who gets the extra cards. You're saying you're not eligible for extra cards unless you declare everything. Got it.
