Nice job, many really excellent points and observations. I think this is a very helpful PlayAid.
Here are a few suggestions/clarifications for your consideration:
NEW YEAR / Victory Check / Peace Offer: note the modification under Peace Faction to 5+ Prestige required /-1 Prestige cost.
NEW YEAR / Victory Check / Year Start: could list allowable Events during New Year [CivWar, Leader, LeaderOst, AthensTax, Peace/War Faction, Atrocity, PersianAid, NoQuarter].
PLAYER 1 ACTION PHASE / 1 Group Move / Sea Move / [bullet 2] • can move along the coast to adjacent area: [add] must STOP.
PLAYER 1 ACTION PHASE / 1 Recruit / [Bullet 3] • Rebel unit: "2 units can be raised per action point": This is not correct -- Rebel units recruited cost a full Action point -- 2 such units may be recruited.
PLAYER 1 COMBAT PHASE / Battle Sequence [Retreat]: "Once per round, just before HIS FIRST UNIT fires, each player can Retreat all units."
PLAYER 1 COMBAT PHASE / Battle Sequence [Retreat]: [Add] • defenders cannot Retreat into areas containing into yet-unresolved Battles.
PLAYER 1 COMBAT PHASE / Battle Sequence: - repeat until one side either eliminated, panics, or retreats / [bullet 2] • victor gets 1 prestige point if opponent retreats [add] EXCEPT land battles when retreating side in a suffers no hits nor routs ("Skirmishes").
PLAYER 1 COMBAT PHASE / Battle Sequence / Siege Combat / Sorties [bullet 2]: not correct -- a besieged fleet cannot leave leave a besieged city and move into the Offshore Sea without expending an Action.
WINTER / Defensive Siege-breaking Combat (in player order): might be clearer to have a separate section on Sorties as opposed to Homing Battles. Unmaintained survivors of a Sortie are not disbanded, they can retreat back into the city.
OLYMPIANS / Zeus: • discard and redraw all 6 cards in a *subsequent* New Year (not the New Year of the Sacrifice).
