Note that I have since seen a strategy article by the designer, Ron Draker, that indicates the lowest value command card gives that player the oppurtunity to choose who will go first on a turn.
I took the following, from the printed rules, to mean that the very act of playing the lowest value command card "decided" that you were player 1.
"..the player with the lowest command number on their card decides who is player 1 and thus goes first"
I also see now that the srategy article is consistent with the command phase example, on page 6, of the rules.
I did try to incorporate the revised rules and all FAQ's I could find when I typed this up.
I'll let this sit for a while and issue V1.1 later if more stuff comes in.
