I think that Japanese sentence is liable to cause misunderstanding. Because 「隣接するスペース」 includes not only an adjacent camber but also an adjacent space of the Mine shaft. ("The Mine" and "The Mine Shaft" are two different things, ya?)
その可能性は高いですね。ただ、だとすると「Water cannot be moved into or out of the mine shaft.」と書かれている意味が分からないので（シャフトに持ち込めないなら、持ち出せないのは自明なので）、「シャフトには持ち込めるけど、鉱山外に持ち出したり、鉱山外から持ち込んだりはできない」としました。
