1. It made the game more dynamic. 2. It made the game longer, due to putting more goods in cities. We are thinking we must lower the empty city level. 3. The one in three chance of the American Civil war ending ran for 9 TURNS. 4. There are no 500 dollar bills, so the stock buyback should be 8000, not 7500. 5. It makes Germany and France more useful (more goods,) but much less reliable (tensions and wars regularly close them to each other..)
Actually, rather than lowering the empty city level, it might be a good idea like we discussed to only add one card per turn. Towards the end, after the deck cycled and all of the bounty and other unused cards were taken out, most of the deck consisted of New Industry and City Growth cards, which pushed things out a bit.
Also, for completeness, you might want to list all the cities of Spain for the Spanish Revolution! event.
