These rules appear to be the exact same text from when it was first published. It still says "If
you are playing with the “France“ map, simply remove power plant 11 from the game." This is unnecessary with up to 5 players, and broken with 6 players. If you remove the 11 plant with six players, the sixth player int he opening auction might be able to buy a pretty juicy plant with no opposition. It is very important that no one get a plant that powers more than 2 cities on the first turn.
In the original, the 11 nuclear plant is added on top of the deck, and the 13 has a dark back so you wouldn't shuffle it into the deck, so it is just removed. The new deck has a nuke plan in the early market already, so there is nothing to fiddle. If you want to remove a wind plant to emulate the absence of the 13 in the regular deck, take out the 10, but you don't need to.
