Whoa, whoa, whoa. This is a change IMO, not a clarification. This really seems to hose the Imperial player, and they already have it bad enough from what I can gather.
I can understand applying the rule to newly formed fleets to prevent abuse, but I would not apply it at the beginning of the game.
