Great minds think alike. In 1982 my gaming group came up with almost the same system after it became clear the Imperial player didn't have much of a chance to avoid automatic defeat. Basically victory points based on a combination of tech level and population. In practice the revised system still didn't solve the balance problem.

After much playtesting we found that the best (to achieve game balance) system involved requiring the Zhodani to capture all sector capitals on the board to get an automatic victory.
