The summary is not correct: instead of taking an action you can get additional money up to 3 Yuan, rather than taking 3 yuan as you state.
eg when you have 2 Yuan and you give up your action, you take just one additional Yuan ending with 3 Yuan.

Also, you have to pay 1 rice for each occupied palace. No rice required for empty palaces, nobody lives there so ne food required.
