I think these must be translated from the prototype rules, which I wrote. The final version is still being developed.

Also, please be aware that there are probably some significant logical differences between these rules and the final version.

Ok, thanks. Just to clarify though... the text of the most recent rules is nearly final. There will be about a half dozen small changes and - at this point - one paragraph added regarding Air Strike negotiations.
