Hmmm... is this correct? If so, we have been playing wrong. My understanding is that you divide it by the players like the other scoring rounds, rounding down. If it rounds down to less than one, then it is zero points.

The rule you quote says "players" which would indicate that more than one person can receive points.

In my defense, the rule states (p. 6): "The number of points a player receives depends on which kind of building it is. In each case, the player with the most buildings is awarded the points for 1st place.... Only the players with the most buildings of each kind receive points when the '1st Scoring Round' card is drawn."

In this instance, I understood "players" to mean more than one player competing in the game, not necessarily "players tied for points." (Note also "buildings" is also pluralized as well as "points", ie. all plurals are in agreement). Thus, if a player is tied in the first scoring round for a kind of building, no points are awarded (first half of quote above before "...").

I didn't check for any rulings regarding this confusion, but any help in clarifying the matter would be greatly appreciated.
