No it's not broken.

Try renaming it or using another program to unzip it.

I use peazip and it works fine.

I figured it out, It doesn't work with chrome due to the comma in the name. It downloads fine with IE

Unfortunately, some of us don't have IE on our Macs as they bailed support for it. If on Mac, use http://www.unrarx.com/
