I do have a couple of questions:

"French Army
When the French enter, the British may immediately discard a 3 OPS card to delay Rochambeau. They can continue to do this each subsequent turn by discarding a 3 OPS card before regular card play resumes."

By turn, are you talking about locking him out for the entire year? (one 3 OPS locks him out of 1781), or are you talking about locking him out of 1 action card impulse. If it's the former, that seems pretty steep, especially if the Brits are in lockdown mode, defending 6 colonies.

"Dispersal of Congress
When Congress disperses, they must settle in Charleston, Richmond, Baltimore, York, Philadelphia, New York, Albany, Hartford, or Boston. If they cannot, then Britain wins."

What city did it go to after they dispersed it in 1777? It's escaping me, but I thought it was in Western Pennsylvania.

It does it for 1 year, representing France's slow decision to send a field army.

They ran to York.
