Nice Work, especially on the peculiarities of the leaders. You did a very careful, knowledgeable job of attaching historical attributes to the leaders.

The replacement cards for cards used to influence combat seem too generous. Most Battle cards, and Response cards to influence combat are below the average card value of 4 CP, so the Combat Card replacement rule would allow players to dump lower value Combat cards for higher value cards. What then would be the downside of playing a card to influence a combat?

How about, you immediately roll a die, and if it's less than the CP value of the Battle card or Response card you're using, you get to draw a replacement card? E.g., play a 2 CP Response card to influence a Battle and you can immediately replace it on a roll of 1. Play a 4 CP Battle card and you can immediately replace it on a roll of 1,2, or 3. Then, players will on the average be trading down when they sacrifice a card to influence combat. There should be some cost for using Response and Battle cards.

If granting a card or a resource to another nations, is the limit per Impulse, per Round, per Turn, or per game? Can a nation both give a card/resource and receive one in the same Impulse/Round/Turn or game?

Well the rules are optional, so if you don't like the combat one you can drop it. I put it here at the suggestion of my fellow players.
