This looks like a weakened version of the bottle. I.e. the Tourniquet provides 1 or 2 extra actions, while the bottle always provides 2 extra actions. While thematic, I'm not sure why the tourniquet is needed. Also, adding it to the deck will reduce the odds of drawing gas cans, making it harder for the humans.
