This is the August 2008 Update to the rules booklet that shipped with the tabletop version of the game (before it went OoP). The updates are a couple of rule changes intended to dampen the first player advantage.
Owners of the game are encouraged to download and play the game using these updated rules.
From the booklet ... 2008 Update Changes: Removed special exception moves reduction on first player's first turn. Added "Material Advantage Cost" rule when adding a piece.
