	<description>Edit: Disregard--it's been address already. :)&lt;br&gt;&lt;br&gt;Well, I haven't played the game yet, but couldn't you just first place the 1 and 3 round markers before placing the four states?&lt;br&gt;&lt;br&gt;You could place the states in some type of order (i.e clockwise), starting with the 1st election state.  &lt;br&gt;&lt;br&gt;Or, you could place all four state tiles face down and then reveal them all simultaneously.&lt;br&gt;&lt;br&gt;Or, am I not understanding the issue?</description>

	<description>After a coalition is formed, there is no way to break it.&lt;br&gt;&lt;br&gt;If the coalition wins, the stronger party in the coalition must play first and place 1 media cube and can (re)place 1 statal opinion in a national slot.&lt;br&gt;Then the weaker party plays... is it allowed to remove the national opinion card just placed by the stronger party?&lt;br&gt;&lt;br&gt;More in general, must allied parties behave to each other &quot;nicely&quot;?</description>

	<description>I don`t think there is a rule (Valley games) for this.&lt;br&gt;&lt;br&gt;As we always have newbies (or players with little experience and long time since last play) -I choose the segment with lowest score. Then players can break into the game with least possible score to mess up with. </description>

Ok, easy to place them there, but HOW can I determine which the first election state is?&lt;br&gt;The manual says, that I first determine the states the boards represent and than place the &quot;Partybase&quot;-Markers there.&lt;br&gt;I first thought, that's not important, which state is first, but I think it is:&lt;br&gt;If the program of my party fits the wishes of state a) it's better for me to start there and not to start with state b), where maybe my program is completly different and I have to change it.&lt;br&gt;&lt;br&gt;Is there a rule how to determine the state where we start?&lt;br&gt;&lt;br&gt;Thanks and greetings,&lt;br&gt;&lt;br&gt;gman.php!</description>
