I'm all for more games on these kind of unusual conflicts.

As much as I enjoy panzer-pushing, this is the kind of stuff that is a nice change of flavor.

Civil Power is not a free download, especially in its current state. I plan to make a revised version that will be offered either as a free download or through Fiery Dragon Productions.

Brian (the designer)

Thread: Fitting Tribute

This game was designed as the inspired result of reading an article by Hunter S. Thompson. After playing this intense, fun little jewel, I concede that it is a fitting tribute to the man who was anything but civil when he was disobedient. The game itself is not terribly complicated, and at least the '87 race-riot scenario is fun, (it's the only one I've tried, so far, but "Rodney King Live" is calling my name!) Here's how it goes in a nutshell... You have a generic map, (it is not, as is claimed in the game description, "geomorphic." It only goes together one way), that can be used to facilitate a "re-enactment" of several riots and disturbances from history. The scenarios are varied, and take place everywhere from Belfast to gaza and points in betwixt. Okay, you've picked your scenario, you then "purchase" mob or cop units according to the number of point given at the beginning of the scenario. The EL, or engagement level, will determine just how "serious" you are able to get. The higher the number, (1-5), the more pain you can bring. After that, you set up your units according to the instructions in the scenario, (in the '87 NY race riots, the mob sets up in the plaza, and the cops pick a board side and enter). In a very bare-bones breakdown of the action, the cops have the mob seriously outgunned, but whereas the mobs' use of force helps them get rid of cops, the cops use of force can backfire if used with too heavy a hand. When purchasing your units, if you're the mob, be sure to get a TV CREW! Nothing screws up the cops more than screwing up on TV. Get a sniper. You have to purchase at least half your force as mob units, but after that, you can eye units like Punks (they can fight using guns) Agitators (they increase the effectiveness of mob actions) and TV Crews, etc. As the cops, in my opinion, the one thing you should be ready to do is buy GAS grenade launchers for a couple of units. Mobs no likee! If you need to clear an area, or "supress" a mob, gas is your buddy. And, just like in life, the gas won't affect your cops. BUT, here's the downside of gas, if you roll a 6 on a six sided die, the gas cannister accidentally hits a protestor in the head and kills them; my dumb luck it happened twice... on LIVE TV! I had a brief crisis, however, when several cop units were backed off the map after being savaged in "shock combat" by the mob. After a frantic rules search, I discovered that they remain off map, but do not count towards the mob's victoy points! That's when things got ugly. I had several cop units stacked when they were forced off, and the loss of those units was immediately felt. The mob had all ready eliminated one police unit, and the sniper had three wounded under his belt. And while the mob was forced to retreat under a steady rain of gas, all it took was a moment to rally, and the cops were really in it. The game, (at least in my opinion), is true to reality, with enough "random-ness" to account for bad luck, good planning and "deus ex machina." The strategy element is as much in controlling the political ramifications of ones actions as in control of the board and ones' opponent. Combat is simple, and the game turn is divided into easy to digest segments. First, you check for gas drift, fires (whether they go out or not), then it's Mob turn, Cop turn. The player turns are broken down into segments: Fire Combat (ranged weapons), Move, Shock Combat, (close-up and personal attacks), Advance (one square), and Supressed Unit Recovery. Each player goes through those segments, racking up "victory points" along the way. After the last turn is played, the points are tallied and the winner determined. Needless to say, the cops have an edge in the "ranged weapons" department, though groups of armed "punks" can and do give the mob at least some weight in this category. As with all ranged weapons, LOS (line of sight) and elevation play a crucial role. You can see into but not THROUGH a square that's been gassed. I've found that stacking the Mob thens to make them positively fearsome in shock combat with "the man." Another aspect of the game is "morale." If you get hammered in combat or shock combat, you are often called upon to check your morale. If you blow it, that unit is supressed, (unable to act), and has a marker placed on it which cannot be removed until the end of that players' turn. I learned rather quickly that supressing an allready supressed unit doesn't eliminate it like it does in, say, Panzer Blitz. You can multiple-supress a unit with no ill effects. I really enjoyed this game, (I knew I would after enjoying games like "Battle For Seattle," and "Run Hippy Run!") And though this game has some smilarities to Battle For Seattle, it expands on certain ideas, such as the difference between a trained and an untrained mob. I've participated in civil disobedience before, and folks are indeed trained on how to behave, what to do and not to do, etc., and it makes a difference. This game accounts for that, though ironically, it matters most when you want to throw rocks or molotovs at the cops! (Real "training" isn't like that, unless you're with some radical, fringe anarchist group). It successfully captures the feel and spirit of mob - vs - authority action. It's fun, fairly easy to comprehend quickly, it has a good beat and you can dance to it. I give it two very enthusiastic thumbs up and five of five stars for it's zesty flavor.
