	<description>No - The Insurance Agent pays ALL costs. In the diagram the Blue Player's is in the first Shipyard. Therefore the Insurance Agent (Blue) does not have to pay for this piece as this is is own piece. Why then, does he have to pay 6 pesos to the harbor cash box ? Compare with figure 14, which is correct.&lt;br&gt;&lt;br&gt;</description>
