Player 2 (in the case above) can't mismatch the 4th side of the house unless playing a house. The play requires that one side of the placed tile match an already placed tile.
The second player must place a building with 2 sides exposed in order to "attack" the first player. Then the first player moves away so the second player can either be mean, or make his contiguous building set grow. The early attack causes player 2 to have 2 sides exposed for a while.
