Round 1 factory building is done in phase/action 7.
The 1st round is not a waste since players may purchase commodities, take out loans, build plants & repay loans.

We played this today for the first time and weren't sure whether there should be an opportunity to build factories before the start of round one or whether the first chance players had to build factories was towards the end of the first round. The rules imply that you just start at phase one of year one, but that means that pretty much the entire first round is a waste.

Any ideas?

And the "confederation of non-player countries" that sells 3 of each commodity...does this just meant put out 3 of each ito the market each turn? Also, players start with no commodities, right? So no selling in the first turn?

Under Purchases the second paragraph should contain the following immediately before the semi-colon and the commodities removed from the market.
Seems that clause got lost somewhere between playtesting and the final draft

Tried to play this game last night.

I had a question. Is it true that resources never leave the game, except when building armies? The rules never tell you to clear anything out from the market, so we played it that way, and it seemed a bit odd. Stuff was really stacking up by the middle game.

The game seemed like it had potential, but it almost seemed like there was a rule missing.
