No, thieves can only be moved between palaces with guards.

It is clear in the rules how to move a thief from your stock (off of the board) into a palace (on to the board). The question= Can you move a thief from one palace to another palace,by themselves, using the same rules that apply to your stock? or do they have to be moved with a guard?
