A player may build a palace improvement and buy the scoring card, but may the player first buy the scoring card and then build a palace improvement?

A good friend brought Saba back from Essen for me, but it's missing many pieces! Does anyone know the email or phone number to call and get this situation rectified?

I saw a card that shows a lot of text in german, and I would like to know the dependancy of language of this game. Anyone knows if we'll need paste ups?

I am working on a translation of the rules, for eventual posting on Boardgamegeek.
