Thread: Patton’s 1944 Summer Offensive in France

Cobra was originally published in Strategy & Tactics magazine in 1977. It was expanded and republished by T.S.R., after they had taken over S.P.I., in 1984. This review focuses on the original S.P.I. game, although some comments will be made regarding the expanded game.

“Cobra is a regimental/divisional scale simulation of the Allied break-out from the Normandy peninsular in the summer of 1944, which culminated in the encirclement of some 160,000 German troops in the ‘Falaise Pocket’.” (from the introduction of the Cobra rules)

Components

Magazine – 44 pages with an historical article about Operation Cobra, written by John Prados.

Map – 22” x 32” – non-glossy, light-brown border, cream back-ground, subtle shades of greens and yellows to represent terrain. To be honest, due to bocage being represent by yellow hexes, hills by orange and forests by green, you could be forgiven if you felt that someone had dropped a pizza on the map.

Counters – 1 sheet with 200 counters printed front and back – green to represent United States, British and Canadian troops with grey and black to represent the forces of Germany.

Rules – 8 pages

Charts – printed directly on the map (terrain key, turn record track, combat results table, weather table and sequence of play).

Scale

Each hex represents 3.2 kilometres and each Game Turn represents 3 days of real time. The game runs for 13 turns (from July 16 to August 23).

The expanded game from T.S.R. had a second map which abutted the northern edge of the standard map and showed the D-day beaches. It had more counters and allowed players to commence the game on June 6th. I had this game and gave it to Ian Trout, who used it as part of his research for the S.S.G. computer game based on the Normandy Invasion. I now have only two copies of the original S.P.I. game.

The Rules

The rules are based on the PGG system but without the fog-of-war from units with unknown strength. There are a few rule additions to tweak the game to suit its historical situation and to make it really a quite interesting and different type of game to play.

Sequence of Play – German Weather Determination, Replacement Phase, Initial Movement Phase, Combat Phase, Mechanized Movement Phase, Allied Weather Determination, Supply Phase, Initial Movement Phase, Combat Phase, Mechanized Movement Phase.

For the Germans, the Weather Phase will determine if the German troops will have full, two-third or one-third movement. For the Allies, the Weather Phase will determine how many air points they will receive. During the initial movement phase units are allowed to attempt to over-run enemy units. Over-run is not allowed during the Mechanized Movement Phase.

Supply Points & Command Limits – During the game the British/Canadian forces receive 3 Supply points each turn and the U.S. forces also receive 3 supply points each turn. During the game the Allied player must spend a supply point for each attack made – this means the Allied player can make, on average, no more than 6 attacks each game turn. Naturally Supply Points can be accumulated so as to allow some turns where considerably more than 6 attacks may be conducted. There is also a limit on the number of attacks and over-runs which may be conducted each turn (e.g. the British/Canadian forces may never make more than 5 attacks and over-runs each turn while the U.S. forces are limited to 3 attacks and over-runs for the first 3 turns and have the number raised at three points during the game). This is a pivotal design feature which makes Cobra quite distinct from other S.P.I. games of the period with which it shared a basically similar system.

Air Power – each turn the Allied player will be allocated 0, 3 or 6 air points, depending upon the weather. The Allied player can use these to modify the odds of combats. Once during the game, on a clear weather turn, the Allied player can use to 6 points to ‘Carpet Bomb’ one hex.

Victory – this is determined by the acquisition of points. The German player receives points for destroying Allied units and for exiting German units from the east edge of the map and for preventing Allied units from exiting the map. The Allied player receives points for destroying German units and for exiting U.S. units from the western edge of the map on or before Game Turn 9.

Playing the Game

It is a fine game and an interesting situation. At the start the Germans have a thin line which spans the breadth of the board. They would dearly love some really foul weather which would allow their units full movement. The German player would like to pull units back and rearrange his defence. Units which begin in an enemy ZOC may disengage at the cost of an additional 2 movement points. The German player is caught in the horns of a dilemma – he wishes to be strong in the west so as to prevent U.S. units exiting while at the same time wanting his units moving in a generally eastward direction so they can, themselves, exit to safety and needs to keep a solid front across the width of the map so as to prevent an Allied break-through there.

The Allied player, on the other hand, is caught up with his own problems. He wants clear weather so that the Germans’ movement is limited and so that he gets more air support. He has a serious supply problem and must think long and hard about when and where to put in his attacks. If he conducts too few attacks in the initial stages of the game the Germans will be able to pull back without too much trouble and yet if the Allied player conducts too many attacks in the early stages he may not have enough accumulated supply to launch a major assault later in the game.

The game should be playable in about 3 hours and is a tense and exciting contest.

“Dead Men Tell No Tales!”
