I believe the first option is correct: The cards played by the player with the highest order get resolved at once. Then those played by the 2nd highest and so on
Thread: How many cards can be played per turn?

The rule reads like "you can play as many cards as you want per turn". It sounds ok so far. But when the rule "resolve card effect in player sequence" comes into play, things become complicated. Check this thread

http://boardgamegeek.com/thread/113603

Ok, so, if a player plays more than one card at a time, how to resolve the effects?

The cards played by the player with the highest order get resolved at once. Then those played by the 2nd highest and so on?

or

Each player plays only one card and card affects are resolved in player sequence. Then each player plays his second card and so on?
