In order to cut down on a bit of the subjectiveness of judging who won ties, I stole a rule from Ricochet Robots. If there is any doubt in the judges mind over who won a tie, the person with fewer cards in front of them wins the tie. This gives them more of a chance to catch up, and help solve the "He who yells loudest wins" problem.
