My personal favorite, from GMT's "Prussia's Glory":

"Design Note: Every effort has been made to make the LOS rules precise and to cover every situation. If a dispute arises, it is the Designer’s adamant intent that players do not agonize or bicker over LOS. In such a case, defer to rule 8.2a or 8.2b below:

8.2a (recommended): Adopt a suitably sporting 18th century
battle captain’s attitude. Allow the other player their shot. With a spirited hand flourish, say, “But of course, mon frere, fire away! I’m sure my rascals deserve a rousting anyway!” Vary pithy phrase as desired.

8.2b: For those who cannot accord such grace, each player roll
a die, high roll calls it."

Note that this isn't a side or footnote, this is actually a case under the 8.2 LOS rules. Especially note that 8.2a is the designer's preferred rule!

I have 2 favorite rules. First:

"By common agreement, players may also decide to impose a penance on a player who makes a mistake by playing out of turn, asking a forbidden question, or gets too excited and spills consecrated wine, coffee or whisky on the game board."

All games should have this rule

My other favorite rule:

"The first player to accumulate ten or more victory points during his turn immediately wins the game. This player is declared the "Lord of All Catan," and is praised and heralded by all the people of Catan."

If I win, I usually refuse to leave the hosts house until I am properly praised and heralded. I don't make them lavish or even organize a parade (though it really should be the least they could do for the new "Lord of All Catan"), but I do demand my due as clearly stated in the rules.

When you choose a new civilization from the 6 in a row at the top of the board, you must pay 2 VP onto each civ you skip from left to right. Subsequent players who choose those civs get the VP. This is a brilliant design concept that creates really interesting decisions and adds quite a bit of balance.

This one has several goodies. Among the best:

"If a player challenges another on a rules question and the Rules Lawyer must reach a decision, the loser of the dispute pays two crowns for himself and two crowns for each of the other player(s) involved in the dispute. In cases where the rules lawyer wishes to go to court, the dispute must be settled by the majority vote of the players, a die roll contest (high man wins), or pistols at 10 paces"

"For purposes of the game, the world is round"

As you can see from the picture, the playing pieces are representations of the Seven Deadly Sins.

Rule 1.
"Each player picks a 'Deadly Sin' counter or, if you prefer an argument, pick out for someone else.'

This one rule is almost as much fun as the rest of the game. It certainly sets the tone :-P

Junta has the best name for a rule: "The President's Brother-In-Law rule".

Favourite rule to sound clever: Tigris & Euphates, "Your worst points category decides the winner" Since this is the one rule that the whole game hangs on.

Favourite actual rule: The worst film award in Traumfabrik. Always hotly contested, in fact more so than any of the best film awards. People really fight for this one.

"CAUTION: Play at your own risk - especially if you don't yet know the object of the game."

"Move in a counterclockwise direction around the outside track. (If you move in a clockwise direction, you're a nerd person and may never play this game again.)"

"When you place your playing piece onto START at the beginning of the game, you lose no money; you lose only your sanity and/or pride."

"!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Don't panic if you and your opponents find a board space or Card card to be confusing. Don't fight either. Take a vote and play according to the majority rule. (To most people, a majority is anything over 50%. However, because you're sufficiently intelligent and persistent to have read this far, you're clearly not most people. Therefore, to determine in your mind what constitutes a majority, take a vote and decide acccording to the majority rule.)"

Probably not my favorite rule, but one of the more (un)intentionally funny ones that I know of.

There are games like Uno and Loco where you have to say that you are going out soon, and then there is this flavorful '80s game which takes it to a new level. "In order to win the game, you must first announce to everyone that you are going for the win by saying, "I'm going for it." This phrase, of course, should be applied to all games.
