Strictly kids, strictly cards, and only those with a somewhat good rating (or at least no stinkers, I'll reserve the right to judge.)
Adult card games that are accessible/attractive to children are also fine.

Set collection with a memory component. 2-3 players only. Fun, interesting game which, like Fairy Tale, you can play in a basic version or with more complexity. Scoring requires some multiplication. This is probably an age 6 and up game.

Can't believe this game hasn't been mentioned! I use it all the time in my math club for elementary school. You can play with up to 10 kids and they always come back for more. This is my 10 yr. old daughter's favorite game.

2 player game requiring easy multiplication. Nice tension between offense and defense.

The kids love it, even though they haven't figured out a strategy for it.

Fun noisy game. Even the smallest can play.
We also have Harry Potter MagiCreatures Card Game a knock-off of Pit but we haven't played it yet.

Sherlock, also known as Der Plumpsack geht um, is an excellent memory game that can be enjoyed by kids and adults alike. It isn't as easy as it looks!

Similar mechanism to Frog Juice but pitched even younger. Not my cup of tea, but it has been a real/universal hit with 1st and 2nd grade girls and it's an excellent let-them-play-it-without-adult-involvement game. Nice graphics

Very different from the other games listed, but lots of fun. Only good with 3 or 4 players. It's a simultaneous action spacial relationship game (no reading or math required) best played with people prowling around the table rather than seated.

A simplified Magic: The Gathering for kids. We recently discovered and have played it quite a bit.
OOP but you can still find it cheaply in enough amounts for fair play.

Cute thick tiles for small fingers to fiddle with.

Slap Jack on steroids -- playable by larger groups. Goal is to slap high numbered cards of the most prevalent color face up at the moment when one of two different conditions is met (either a flyswatter is turned over or a fifth color hits the table). With 4 or fewer players, play 2-handed.

Quick and fun. Simultaneous action and pattern recognition. No reading or math so you can play it with preschoolers but you need to handicap it (just give the faster player more cards). For really little kids, introduce it as a turn taking game til they get the hang of it.

Math and memory with a little bit of strategy. The math is all addition and subtraction up to 30 which makes this a perfect 2nd grader game.

Transformers Battling Card Game is a very light War-like game where two players compare cards and the one with the highest value wins the battle.
One difference is that both players draw from exactly alike decks to obtain a hand of seven cards from which they manage each battle. (think Raj.)
The other difference is that there are two types of cards, number value cards and special ability cards, with which the player may do something other than simply compare his card value against the other player's card. This includes discarding the other player's cards, replacing his own, drawing additional cards, etc.

Buggo is a card+tile game, but it is really a card game at heart. It's Memory with a press your luck element.
It can be scary for really young kids, so beware!

Gameswright games are the best for children! On their website, they break down the games by ages which has really been helpful. The quality of the games are great and many are related in one way or another to learning.
