Greetings fair Citizens of the Thrift State!

I recently bought Square Mile from the Marketplace here on BGG; I also received Square Mile the same day as my purchase arrived from my Thrifty Secret Santa. I certainly don't need two... BUT what your First Citizen needs is a new Thrift State Capitol (TSC). I've been utilizing the Washington DC area as my capital ever since regaining power from the Royalists. But it's not exactly suitable, the US presidential motorcade always seems to snarl up traffic and the whole place wreaks of backwards-ness. It feels like I am playing Monopoly!

What your First Citizen needs is a fresh approach to a Capitol; so I am putting out a competitive proposal for a new one. I invite all Citizens to make a proposal.

This is what you will win; you will win the copy that I bought at $48; I have re-inventoried it yet, but the seller, who I trust said it is complete.

I will pay shipping within the US; for international purchasers, you only have to pay the difference between what it would take for me to ship the game to San Diego, CA and what it would take for me to ship the game to where you are.

Thanks to allismom3 for the suggestion for this contest; I've morphed it from the original suggestion, but at it's heart it is the same.

Goal of the Contest/Game:

Design a Capitol suitable for the First Citizen and his Ministries. The winner will be the person who attains the highest number of points. Points will be awarded for creativity, sustainability, BGG support, and quite importantly qualitative support to the State.

The points will be allocated on or about 1 January and all entries must be in by 29 December to give me time to review them.

How to Play:

Create a geeklist entry that uses a game that is representative of the theme you want to portray for your TSC design. The first line of the text of your entry must be to ONE geeklist entry of a game you purchased in a Thrifty Manner. Older entries and higher rated older games will do better than recent ones in both category. Directly under this, you may provide supporting evidence as to why this is a good match for your theme, what made it so thrifty, whether it got selected for TFotW, etc.

The second part is to describe the TSC you are proposing to build for me. I'd like to know where it is located and what features you are building into it to support not only my Ministries and all of the infrastructure needed to run the State, but to accommodate my palate interests and those of the Citizenry. You can be fantastical, but not too much so; I need to envision it working. You can support your proposal with blogs, drawings, photos, models, etc. Simply link them to into the paragraph as hyperlinks or embedded diagrams.

The third part is to describe the sustainability of your envisioned TSC. I'd like to know what your plans are in the following areas:

- maintaining a clean environment
- keeping Order in the TSC since it is to become a model for the entire State
- ensuring safe access to Citizens
- ensuring sustainment of the State apparatus
Again, any supporting links or photos you have woudl be appreciated.

Lastly close with any remarks you would like and a NAME for the new TSC.

Raw scoring:

To have a valid entry you must be a member of the Thrifting Guild and have a valid entry on one of the boardgame weekly thrift lists.

You can gain a Master Builder bonus of having your creativity score doubled if you are a valid 2011 BGG supporter, annotated by having your patron badge.

I will award additional bonus points based on how old *the geeklist entry* is and how old and well rated the game is. 1 point per 6 months back from the time I begin reviewing. 1 point for each year of age of the game, until 10, then 1 year for each 5 years, until 30 years old, then 1 point for every 10. No cult of the new here; we like our games musty.

You will lose 1 point for each .1 the rating is under a 5.6 average (not BGG/Bayesian average) and gain a point for every .1 you are over a 5.7 average.

If there are fewer than 25 owners, you will get an additional 1 point, for each 5 fewer until we get to 5, then one point for every one below. Thus if there are 14 owners, you would get 3 points, if there are 3 owners, you woudl get 6 points. 25 owners does not earn the bonus, only under 25 (so the first 1 point is 20-24). You must still own the game to claim this bonus.

Creativity Scoring:

These are all subjective, but I will award 1-5 points on how well your game matches the theme.

I will also award from 1-25 points based on how creative your city design is; this is based on how I feel the experience would be for I, as First Citizen, and the other Citizens in living, working, gaming and pursuing other elements of happiness within this new Capitol. Utilize as much freedom as you desire here, but copying aspects from others will not win you points.

Finally, here are a few additional rules:

You may have only ONE entry.

Your entry is valid at time of subission; you MAY NOT EDIT your entry after it is submitted; unlike Agile software development where you can expect rapid feedback, this is a Waterfall pproach to reduce risk to the State under a firm fixed proposal. I'm certain your first submission will be perfect. :-)

Blatantly copying another's entry ideas will likely give you zero points in the creativity area. Be creative.

You final city name and other items you use to sway me can net you from 1-10 points each (1-10 for the name and 1-10 for other items like say if your entry was FotW).

I have tried to balance creativity with longtime support. I don't think a longtime supporter will win unless they at least make an attempt at the creative portion though. Being a BGG supporter will give you a very strong position. But if you decide to blow off the creative aspect, then it will come down to more or less the rote math of the entry; it will be like choosing the lowest bidder. :-(

Best of luck and may the best design win!

The game found was King Oil, [Average Rating:5.95, published 1974]
Date of geeklist item: April 18, 2009

King Oil is a reminder of where we were and what we've learned. Rather than a King, the Thrift State has a First Citizen. Rather than oil, it depends on solar energy, and reduced energy consumption by utilizing bicycles, walking, public transportation via electric buses, and a carshare. For more information about what a carshare is and how it works, see http://www.ithacacarshare.org/

The vibrant center of town includes many opportunities to reuse items - places to buy and sell clothes, books, and, of course, board games. These stores offer a 5-cent rebate to shoppers who bring reusable shopping bags rather than take disposable ones.

There is a park with tables for picnic lunches and outdoor gaming, with a nearby farmer's market with local produce. Grass is also grown on the roofs of public buildings, and composting is practiced in local restaurants. Supporting the local economy is encouraged, and a special currency promotes putting money back into local businesses. For more information about a local currency, see http://www.ithacahours.org/

Local police ride bicycles throughout the downtown area, and first-time offenders are put to work in community service projects such as raking leaves in the park. Elected officials also spend a half day a week in community projects such as serving food in the local soup kitchen, where those who are helped with food and job search services give back by volunteering themselves.

Our founding Citizen was Bernard Kane, and in honor of Citizen Kane, our capital city is named Rosebud.

I welcome you to the Island Archipelago
This is a game that I thrifted about 2 years ago. I was not a guild member at the time and I was not posting my regular acquisitions in the realm of thrift. However I have been a hunter gatherer of games for a very long time. I am now a guild member in good standing and have a very strong entry for this contest. I would like to invite the First Citizen and his retinue to come to the islands.

Your new capital awaits you in the glorious south pacific. We have obtained an island paradise where old and unique games and collectibles wash up on the shores daily. Your thrift kingdom capital will be on the trade winds passage in the south pacific and will have treasure from the pacific northwest wash up daily with the tide. The “thrift will flow” to you as you bask in the luxury of the surf.
http://www.paisatours.com/images/san_andres_2_l.jpg-

Our island is self-sustaining and is heated completely from geothermal sources. Our mild climate precludes any sort of heavy polluting utilities. You can cool yourself in the sweet tropical breeze and fan yourself with your latest game treasure instruction sheet and that is all you’ll need.

Our integrated society functions on the basis of looking after yourself and your clan. Rarely does anyone need to worry about outsiders intruding on our island paradise. Local flora and fauna tends to weed out the undesirables.

The hand of god tends to direct our actions in day to day activities. We Survive Thriftesian as we call ourselves, go about our business of collecting thriftshells on the sandy beaches. We go for boat rides and visit the neighboring islands. When we return home it is always to a new and inviting island paradise.

The State apparatus is regenerative. Each new day brings a visit from our volcanic progenerator that selects the new thrift king and his court. Each new day the island is renewed and repopulated. Some Thriftesians are reborn and other have returned with exciting stories of the “out-islands.”

http://amazingdata.com/30-most-incredible-island-archipelago...

The Survive island is called the Thriftesian Archipelago. A perfect capital location for the First Citizen and his court. Come to the kingdom island of Thriftesia.

The Mystical Yholde of Social Thrifters, commonly referred to as MYST.

This island has long been the secret HQ of the Ministry of Thrifters. It is a secure location for many reasons. There are however a few primary reasons as to how the HQ is kept secret and safe.

1.) MYST is constantly in motion. It is never found in the same location for more than a few hours.

2.) Only members of the Thrifters Yholde are taught the secret of finding the island. No outsider has ever set foot upon MYST soil.

3.) Agents of the Ministry of Thrifters are adept and skilled in the arts of warfare. Our aquanauts and aeronauts are among the best in the world.

Leaders of The Society of Thrifters regularly gather for special councel sessions to review the thrift purchases of all members. All data is properly recorded and stored in an immense sublevel library. *Special notes are kept of members found to be overpaying for thrift finds.

Above: please note the cogs of MYST island. They are what keep the island moving. Our engineers are indeed the finest, as are our chefs. Please also note the above ground entrance to the dining hall.

Nothing is wasted on MYST island. All food brought in is prepared and consumed daily. All other organic material is used to create energy to operate the cogs and other MYST systems.

I cannot comment on the above top picture. I am sure that all thrifting members know of its importance. The bottom picture shows just one of our many different gaming rooms. All gaming rooms are designed to enhance the gaming experience. At the time of this photo, a grand game of 'Outlaws: Adventures in the Old West' was heating up. Really, MYST is a game thrifters paradise.

Every member contributes to care and needs of MYST island. We take care of our own, and respect is shared between all members.

Footnote: MYST was one of my first thrift finds after joining the guild. Peace Y'all!
