Anyone know where I can get a template (somewhat like the one above) with just hexes? Is this something Staples or Office Max would have?

Possibly. An art/graphic design store might have a better chance.

Why does it need to only have hexes and can't have anything else?

Doesn't necessarily have to be just hexes but I would buy one like that first.
