The "metropolitan" hex (it's been slightly renamed since this photo) produces nothing, but you can build on all 6 corners and ignore the Distance Rule, and you can build roads through the hex. (Also, when all 6 corners are occupied, the center of the hex becomes available for building.)

I've been meaning to upload the instructions for this variant, but I guess I haven't gotten around to it yet.
