Hm. If this is the Rail Age with 4 players, why do I only see two victory point markers and three income track markers on the VP/income track?

How did someone build the shipyard in Birkenhead when there is no rail link to supply the coal?

No one has built anything in Birkenhead, that is the symbol on the gameboard to indicate that a Shipyard may be built there.
