hmmm...interesting! I guess that keeps from having to move the cards around so much, and makes their position easier to keep track of. Are their any other benefits to doing it like this?

Having all the cards in the same place also seems to help everyone keep track of what options are available. We just lay the fence on the one part of the card that doesn't matter once it's built; the bottom where the required materials are to build it.
