If you're trying to get a flat 1-8 your paper scraps could be labelled 4/0, 2/0, and 1/0, with 0=0=0=8. Otherwise, how do you know which binary digit each slip represents? Just an idea.

I suspect the coins are denominated by denomination and the scraps maybe by size?
