Blue focused on personnel and is the first to be able to recruit engineer contractors (in gray). The 2 universities (purple cards) in the discard pile were formerly Blue's. Blue lagged behind in transportation and mining until recently.
Blue also chose "design bomb" twice, has chosen 2 implosion designs, and knows what bombs Red and Yellow are working on. Normally the design cards would be kept in a hand, but since I am self testing they are laid face-up on the table. Bombs would normally only be revealed once they are built. The 2 bombs Blue has chosen are much higher yield than those he passed on - but he'll have to test one in order to get the higher victory points, since they are implosion designs. Testing means he won't get the points for the bomb itself (since it will be exploded), so a smaller yield implosion bomb would be better suited for this purpose if he can get his hands on the design for one.
Red has been the money and airforce leader the whole game. His facility and personnel are lacking somewhat, but he is poised for invasion and the end game points for deployment capability.
Yellow is somewhat ahead of Red in Mining, personnel and in Enriched Uranium Production, and is beginning to assemble an air force - possibly moving the heat of Red's invasion threat to Blue, who is momentarily defenseless.
