	You are correct Patrick - as a single player, the maximum amount of votes you can get is 50.&lt;br&gt;&lt;br&gt;As a coalition, your totals are added and scores above 50 are allowed. This is the major advantage of a coalition - that is, the ability to always beat a single player who has reached his max votes.

	It's been a while since I've played, but I believe you are correct that votes over 50 are not counted unless you are in a Coalition.

	Player A has 58 votes. This is counted as only 50, though.&lt;br&gt;Players B and C are in a coalition and got a combined total of 56 votes. This total is allowed to go beyond 50.&lt;br&gt;&lt;br&gt;Does player A's total still count as only 50 or is he allowed to use his 58 because of the coalition of the other two players. By game rules, it seems to be that the coalition wins and player A only has 50 points. In thought, player A should win because he REALLY scored 58 votes.&lt;br&gt;&lt;br&gt;I'm sure that the answer is that B and C win. I just want to get opinions on that and verification.&lt;br&gt;&lt;br&gt;Jighm

	Yes, the multiplier would be 0 if your coincidence sums to 0 and you are at 0 popularity.  However, in this and worse cases (coincidence sums negative and/or popularity is negative), each two meeting markers would give you one vote.

	When a card tells you to move +2, this means you move two spaces on the track in the positive direction.  It only takes +1 to get from 0 to +2.&lt;br&gt;&lt;br&gt;If you are on the 0 popularity, your issue matches sum constitute your multiplier.  Votes = (popularity + issue matches sum) * meeting markers.  Meeting markers are worth 0.5 votes at a minimum (you round down total votes).

	On each popularity track, you start on '0' and go up or down the track to '+2', '+3', '-2', and '-3'. When a card tells you to move, say, +2, does this mean that you move two spaces on the track in the positive direction or does it take a +2 to get from '0' to '+2?' I'm confused on the lack of +/-1s on the track. If you are at the '0' at vote- conversion time with no coincidence effects, are your seats multiplied by 0? 	In regard to the exchange pool, the Valley Games version changed the rules significantly to limit the number of cards in the pool.  Like Mike, I prefer to play with unlimited cards in the pool.&lt;br&gt;&lt;br&gt;Similarly, VG changed the rules for adding and replacing cards on the national board, using the shift-to-the-left method.  I like this change and use it when I play.&lt;br&gt;&lt;br&gt;The remaining clarifications on the WBC page seem correct to me, without reading them in depth.  Note that they are for the 1997 version and not the Valley Games edition, so there might be slight inconsistencies.

	In regards to 5: the WBC says: &quot;At the start of the game, six cards should be taken from the pile of Peoples Opinion cards and placed in the Exchange Pool. There is a maximum of one card allowed in the Exchange Pool for each position on each issue. Any card going to the Exchange Pool that matches a card already in the Exchange Pool is discarded (i.e. there can be up to 14 cards in the Exchange Pool, one for each of two positions on each of seven issues).&quot;&lt;br&gt;&lt;br&gt;But I prefer to play that all cards going to the Exchange Pool are allowed to stay there, and not limit them to number/type. I think it makes for a more dynamic game when there are more opportunities available in the Exchange.

	1. Correct&lt;br&gt;2. Don't have the game in front of me, so I'm not sure.&lt;br&gt;3. Correct&lt;br&gt;4. Never played the VG version. IIRC, 2nd edition does not include free meeting markers in 5-7 and it seems fine to me.&lt;br&gt;5. Excellent choice - I've done the same since playing at WBC. Works well and I don't recall any issues with them.
