	I'd agree in Section 2.3 it could be written a little more clearly to explicitly state it, but in Section 4 &quot;Sequence of Play&quot; it does explicitly state under DRAW PHASE &quot;The Active Player draws sufficient cards to bring his hand back to 5 cards. See rule 2.3 to see what happens when one or both players' draw decks are exhausted.&quot;&lt;br&gt;&lt;br&gt;The only way for the active player to refill his hand when the remaining cards left in the deck cannot do that is to shuffle up and draw to fill. Then you wander back to Section 2.3 to see what the effects of going thru your first deck are, either as the first side to do it or as the second side to do it.&lt;br&gt;&lt;br&gt;I think the &quot;How to Win&quot; Section should of been later in the rules. &lt;br&gt;&lt;br&gt;Anyway Robert I hope this gives you a satisfactory answer to your question.&lt;br&gt;&lt;br&gt;

	Robert,&lt;br&gt;&lt;br&gt;According to some messages over at Consimworld (left you a reply there as well) the second player to draw down his deck would get to reshuffle and draw to a full hand. The game then continues until the end of the current game turn at which point the game ends.&lt;br&gt;&lt;br&gt;

Since it is explicit that the first player reshuffles, is it safe to infer the second player is simply SOL if the last card drawn does not refill his hand to 5?&lt;br&gt;&lt;br&gt;Thanks! This player may reshuffle their Action Deck as many times as necessary. Once the other player draws the last card from their first Action Deck, the game is over at the end of the current Game Turn.&lt;/i&gt;&lt;/font&gt;&lt;/div&gt;
