IMHO, your comments do neither. Note that there is nothing &quot;wrong&quot; with your opinion, but I think it belongs in the political opinion area of the forums. &lt;br&gt;&lt;br&gt;I say this because I think it's clear that the reviewer was not making a political point; the reviewer was making a (slightly incorrect) analogy between Municipium and Oprah. The analogy attempts to compare their ubiquity and stature in gaming culture and US pop culture, respectively). The reason I say &quot;slightly incorrect&quot; is because Municipium is not ubiquitous in gaming -- it's author/designer is. It would be a more correct analogy, IMHO, if it were comparing Municipium to, say, an Oprah book club selection that failed to crack the top 10 of the NYT best-seller list. &lt;br&gt;&lt;br&gt;In that respect, I agree that this game seems to have been somewhat unjustly overlooked. Given the gameplay-weight to play-time-required ratio, both being light/low, I think it  makes a very good opening or closing game. &lt;br&gt;&lt;br&gt;I also agree with posters who've observed that this game requires some limited planning ahead as well as good judgment as to when to use the personal single-use cards.&lt;br&gt;&lt;br&gt;That said, I find the game lacks deeply interesting combinations of moves/actions/powers, and also lacks any mechanism for the players themselves to negotiate/bargain/interact (there is  no trading/buying/selling/exchange of tokens, no forming alliances, so therefore no effective way players to work together in-game to stop a runaway leader. For example, you cannot ally with an opponent to join your forces to beat the influence total of another player. The whole notion of influence in the game is restricted only to a player having the majority of pieces in any institution. Yes, you can move the tokens (family members) of other players and thereby reduce their influence in an institution, but it feels exactly like it sounds -- you are just moving tokens -- as opposed to a more dynamic and interactive method of negotiating with, or influencing, other players.&lt;br&gt;&lt;br&gt;

	I have played with non to lite gamers.  THey understand the rules, but the subtleties in gameplay flies over their heads a bit.  After a couple plays some of the concepts come out, but I'm not sure if they are enjoying themselves to get there.  It's a great and brutal game when these ideas click, but the fun factor feels distant when these concepts are not clear.  &lt;br&gt;&lt;br&gt;I've also played this game with seasoned gamers that just don't seem interested in learning the game's finer strategies.  It's a bummer.  This is a game that really shines with the right group.&lt;br&gt;&lt;br&gt;

	I'd be a little worried about the strategies being a bit too vague for a new player. There are a lot of possible approaches, but a new player may be a bit frustrated with the &quot;What am I &lt;i&gt;supposed&lt;/i&gt; to do?&quot; factor.

	We played this today for the first time since this question was posted earlier this month.  My reply back then was based on the rules as posted here at BGG, as I wasn't at my home at the time.  While they still work for me, in terms of interpreting them as I originally did above, I discovered my printed copy of the rules are different, and I think much more clear in explaining the sequencing of the Citizen Invitations.&lt;br&gt;&lt;br&gt;On page 5 of my rule book it says (bold print is mine):&lt;br&gt;&lt;br&gt;&quot;Reveal four Citizens from the bag &lt;b&gt;and then&lt;/b&gt; place them, one at a time, in any corresponding institution.&quot;&lt;br&gt;&lt;br&gt;That sentence is printed both in the rules, and on the card itself.&lt;br&gt;&lt;br&gt;That is followed by another sentence, which further clarifies:&lt;br&gt;&lt;br&gt;The player who activates this card &lt;b&gt;first&lt;/b&gt; reveals four citizens from the bag &lt;b&gt;and then&lt;/b&gt; places them, one at a time, in any corresponding Institution of his choice...&quot;&lt;br&gt;&lt;br&gt;If the rules sold with the game are more &quot;official&quot; than those published here at BGG, then this seems to clarify the question.  &lt;br&gt;&lt;br&gt;I was surprised to find the difference when we played today, but now I see why I felt my interpretation was correct, initially.  The rules that came with my game are quite clear in my mind.
