Unique titles I've played in 2015

We used to play this game in college and my wife picked up this version with pieces for $1 at a used book sale. If we really want to play this game, I say we can just play with a deck of cards but that's another story.

There were no rules in the box. I know the basics of how the game works... like solitaire for more than one person, but I don't understand how the chips work. There are many red chips in the box and I'm not sure how these work.

The description for this game on the geek provides a paragraph of rules but I'm wondering what, exactly, you pay in chips to take the different actions: play, draw, renege, etc. Is it one chip per draw and one chip per card played and one chip per pile moved and so on? Or, do I just pay one chip per turn to take actions.

I'm a stickler for rules so help is appreciated .
