Some of the rules are a fair bit different based on the BGG page for the game, but it is obvious where the inspiration came from.

No.

There are no invisible rules the first round, only one the second rounds, two the third and three the fourth. All the other rules (which are most of the game) are open and on the table.

So while it obviously tips it's hat to Mao, it isn't the "I know the rules but you don't" kind of game I've heard that Mao is.
