Much to my surprise, nobody has posted a 2 player variant yet. Which is surprising since Ra is rather "robust" to different variants, most have a similar feel to the original multiplayer game. Here's a rather quick (less than half an hour) variant we currently prefer:
Both players get 4 suns: one player 2-4-6-9 and the other 3-5-7-8 (this is actually the same distribution as in the 3 and 4 player game). The 1 sun goes in the middle as usual.
The 7th Ra tile ends an epoch (i.e. the first three spots on the Ra track stay empty).
There are no minus scores for last in Pharaohs and Suns (end of game), just the 5 point bonus for most.
That's it, works surprisingly well. 
As a side note, I do not recommend to use 6 or even 8 suns, since one of the key aspects of Ra is the low number of possible bids and hence the according atagony deciding if and when to bid.

Sack (#27739), The player aid map file on the Ra entry has a tile distribution identical to yours for two players.

For more tension, I'd prefer to allow only 6 Ra tiles per epoch. (Leave open 4 spots.)

5 : 15 : 10 4 : 12 : 9 3 : 12 : 8 2 : 8 : 6
This seems a more uniform progression.

We played this 3 times yesterday and it worked surprisingly well. Not quite as good as with more players, but still worth playing.
We played the first 2 games with only 6 RA tiles but each round seemed to end too quickly. The last game we played to 7 RA tiles and it seemed to work better. Sure, it's a matter of luck as to how fast the tiles will come up, but I think I prefer going to 7 RA tiles.

I played this twice with my wife to 7 Ras per epoch. It worked very well! I'd go so far as to say that this game could be ligitimately sold as a 2-5 player game.

I totally agree, after several plays with 2 & 3 it doesn't lose much compared to the 3 player game.

From my English rules translation of Razzia!. Remove checks valued 10 - 16. Only use 1 - 9. Player A gets 2, 5, 6, and 9. B gets 3, 4, 7, and 8. Round ends when uncovering the 5th instead of the 7th policeman. All other rules remain the same.

I've played your suggested variant and I like it alot. However, the RaGameAid.jpg has a slightly different tile distribution of 2-5-7-8 and 3-4-6-9. The balanced total of the tiles for each player would seem to be a fairer starting position.

Very strange, I thought I was playing with the info from this thread but apparently it was the info from the playing aid. If you add the totals you will see the playing aid is probably the intended way to play, the totals are equal making it indeed more fair.

Razzia! is great with two. Its basically the same game, minus the tiles that destroy two of some kind of beneficial tiles.

I've found that the auction row fills up almost every time with the two player variant. This gives the game a bit of a 'Monty Hall' feel to it. Perhaps stack the bag with less cards?

A summary:
Razzia! uses 2-5-6-9 / 3-4-7-8, which (to me) looks better than either number distribution mentioned above (no offense ).

I rescind my previous comment. Now that we've played about a dozen games, I think the auction filled in those first few games because we didn't kow what we were doing
