is the rule section 7.3 only covered, if minors have been merged or also in the case of a converted minor?

Section 7.3 applies to both Section 7.1 Converting and also to Section 7.2 Merging.

The terms 'merged' and 'converted' seem to create unnecessary confusion in this game--in the end, all Major Public Companies follow the same rules, no matter how they were formed (a third possibility is of course creating a Public Company in an open major city with no track--it still gets treated the same once formed!).
