Not entirely determined.
Ultimately the promise is that should I send John sufficient funds he'll send me 100 games. If we get 100+ "I'm in!" posts on the thread I'll ask for money to setup the order, much like I'm doing for the second time with foreign Wabash Cannonball orders. I'm not going to do anything until there are 100+ people on the list -- only then I'll place the send-me-money request. Once I've received enough money I'll place the order with Winsome Games, or if enough orders don't come in despite all the promises on the forum, I'll return the money.

I am expecting a straight reprint, just minus the crayons. You'll have to supply your own crayons or, even better, wet erase pens.

Very hypothetically, but it would require a lot of cubes because the number of track pieces that a given company will build over the course of the game is a huge X factor.
I second the suggestion to just buy wet erase markers. I bought a set and use them for all of my Winsome games that were supplied with crayons.
If you want plastic crayons, you can easily get them at any art supply store.

Like Chad, I'll also cross-post here and say that I'm on board for 2-3 copies...the game is very good, and I want to help the reprint out. I'm sure the game cons I go to will benefit from having Pampas on the prize table

While I'd love to, I've ~10 paid orders for Wabash Cannonball right now and am hoping to hit or even pass 15 before the weekend. I don't have anything like the 100 I-WANT-ONE posts for Pampas Railroads to open the order line.
I hope to ship Wabash by the end of next week. Pampas Railroads is going to take longer.

Sorry, wasn't trying to be a downer. This is something I'd be interested in, but I just worry with the current state of affairs between the two that a reprint might not happen even if enough BGG users sign on for it...

Do not worry about it. Back in 1996 Martin Wallace suggested his Consortium Bidding mechanism to me, so I created an entire game to use the idea. After two games (Ferrocarriles Pampas & Veld Spoorweg), I saw that Consortium Bidding did not work, but I did not want to waste all my design work! So, I created a follow-on game, Prairie Railroads, that used only my base game design and some more development work to spiff it up. Martin had nothing to do with Prairie Railroads, Pampas Railroads or Veld Railroads; I left his name on it as he needed publicity back then. He was happy to get the credit, it helped his rep as a game designer.
If the reprint happens, it will be a straight reprint, no need to change anything in the game.

So, out of curiosity, why is there a middleman in this process? Once >= 100 people are found, why can't John just print the game out and then mail it directly?
Given that you are acting as a middleman, why can't you get a discount price for a bulk order? This is what game stores essentially do.
