From the description this game sounds like it's a fantasy version of Vinci. It mentions variable powers and declining your civilization. Since I really like Vinci I'll have to check this one out.

That's exactly what the press release says it is... an updated version of Vinci by the same designer.

...that has enough changes that it plays in 40 minutes, rather than 150.
Eric Hautemont of DoW himself (also confirming the 40 minute play time, though saying it could go up to double that depending on number of players - double 40 is still pretty close to half of 150!) says much the same as I did: "While a successor to Vinci, Small World is NOT a direct port of it"

Yeah, a quick look at the info so far shows it's definitely not a direct port (just look at how the civ chits work), but it'll probably be a happy alternative for people who don't own Vinci or would prefer a lighter game.

Looks like there are two probable ways they work.
A. A new civ draws a chit from the race bag and a chit from the other bag.
B. A player is one race the entire game and just keeps pairing up the same race chit to whichever other chit is drawn from the bag. This just feels more like what I'd expect of DoW, but who the heck knows til we see the rules. eh?

It looked in their online slideshow that Amazons were taking the place of Wizards (both the same player). So the former.

This could be a bad example because the Amazons are touching the Wizards in decline (forbidden under Vinci rules). It could mean that under the new rules active and declining civs may touch OR somebody messed up with the example.

Vinci seemed promising but was dissappointing - with a bit artificial feel to it- for me. (History of the world is much nicer for instance.) Hope this one is better, cause it looks funny.

End-game leader bashing with Vinci is characteristic of poor play, and shows that the people in your group are essentially sore losers. See here for a more in-depth discussion with a suggestion how to 'fix' this properly. In other words: if Small World features similar mechanics to end the game and establish a winner, then without propler preparation it too will have an end-game leader bashing problem in your group
But the alluded similarity has me interested, too. I like Vinci, and I don't think I will dislike this game.

From what I remember about Vinci, never played it so correct me if I'm wrong, the
leader bashing kingmaking was a result of a score track. It looks to me like in Small World you are awarded victory tokens which could be hidden; making it possible to track for someone keeping tally in their head but not out in the open for everyone to see.
Edit: I was confused with the Kingmaking issue some players have.
